I was on duty driving my work vehicle westbound on a main thoroughfare toward the western part of the city. It was already dark outside and I first noticed the object as it appeared to be a solid red light low in the sky, and it appeared that it was slowly moving from west to east. I first thought it was an aircraft as there are many training aircraft in the area during the night and day. As I drove further westbound I noticed that it didn't have any white or red flashing strobes or red or green navigation lights. I stopped my vehicle on a side street, exited my vehicle and continued to observe the object. I could not hear any sound coming from this object though there were cars traveling down the main thoroughfare that I had exited. I estimated the object to be between 500 to 1000 ft. in the sky. As I watched, it appeared to hover in place, pulsate red and amber in color, move from right to left, and wobble slightly. It then appeared to ascend at a slow rate. The color then was steady red, first strong, then faint, back to strong and then the light just faded away as it ascended. My only feeling during my experience was of confusion and question of what I was looking at. It was definitely not like any aircraft I've ever observed.
