At approximately 8:20 PM I was traveling eastward on NYS RT 31 between Clay and Cicero NY. I observed two orange lights traveling parallel to the road. The lights seemed low, definately beneath the cloud cover. I pulled my car over to watch. The lights passed over my car, then turned North abruptly. They were visible for about 30 seconds after their course change and then disappeared.
