At 2150 observed a red light with a blue or green flashing light traveling south toward the north. It was a partly cloudy sky and the object was always visible below the cloud ceiling. It traveled some distance and then stopped and remained motionless for about 10 seconds. The light them quickly moved to the west a short distance, stopped, and then proceeded northward. It stopped and remained stationary for about 10 minutes about 15 degrees to the east of the planet Jupiter. It was about midway between Jupiter and Arturas which were intermittently clearly visible due to the cloud cover. There was no sound. A view through binoculars did not help because of the jerky movements but it appeared to be 2 red lights with 2 blinking blue lights on the west side of the red lights. The object then moved back south a short distance, stopped for a few seconds and then proceeded back south. It appeared to pick up speed as it moved further out of sight.
