Sitting in back passenger seat on my way home from work, it was 2:35 pm heading south on I-81 when we came around a bend, myself and a fellow passenger seen to the right a huge craft just hovering about no more than about 1000 feet off the ground. The object then began to head west and in an instant it flew in a southerly direction and had covered about 25 miles in less than 4 seconds. It then stopped above a hill and was just hovering. It was cloudy that day and this craft was sitting just underneath the cloud cover. A small portion of the top was covered by clouds but the rest was clearly visible. It was spinning so fast that a funnel cloud was spinning right under it that reached from the bottom of the craft to the ground. It was cigar shaped. The top and bottom half of the craft was a dark, dull flat black color and had 4 huge lights across the middle, each bigger than a basketball at arm's length. They were all lit, but the light to the left brightened then dimmed then the next one immediately to the right brightened and dimmed and repeated to all the other lights and then would start at the left light again. When we got off the highway it was still hovering and that spinning cloud was still underneath it. We turned left off the exit, pulled over on the bridge to get a better look at it. After watching it for a few minutes, we then continued west to the corner, turned right and headed south and was still able to see it over the hill then lost sight of it behind some buildings. The whole incident lasted more than 15 minutes and the entire time watching it, it did not make any sound.
